<p>We are seeking an experienced business analyst to conduct an in-depth review of the business processes of the Public Health Center of the Ministry of Health of Ukraine (PHC), with a focus on the collection, processing, and analysis of HIV-related data. The assignment includes reviewing existing data sets and designing a target business architecture that minimizes the burden on staff while maximizing the use of data for decision-making. The consultant will also provide stakeholder consultations and contribute to the development of the system architecture.</p> <p>The activity aims to transform current business processes by establishing robust HIV data architecture tailored to the needs of the PHC. The scope of work includes updating and refining relevant data management policies and procedures to ensure compliance, efficiency, and long-term sustainability. The consultant’s work will build on insights and findings from a previous project year that conducted a comprehensive analysis of existing information systems and HIV-related data in Ukraine, as documented in the Assessment Report.</p> <p>Scope of Work</p> <ul><li>Business Process Analysis<ul><li>Conduct an in-depth review of existing PHC business processes related to the collection, processing, and analysis of HIV-related data</li><li>Identify inefficiencies, duplication, gaps, and pain points affecting data quality and staff workload</li></ul></li><li>Review and analyze existing HIV-related datasets and data flows</li><li>Develop a scheme for integrating data from different systems</li><li>Design a target business architecture for HIV data management that:<ul><li>Minimizes the operational burden on PHC staff</li><li>Maximizes data usability for reporting, analytics, and decision-making</li><li>Supports interoperability and sustainability</li></ul></li><li>Contribute to the development of a system architecture aligned with the target business architecture</li><li>Ensure alignment between business processes, data governance, and technical solutions</li><li>Review and propose updates to relevant data management policies and procedures, ensuring recommendations support compliance, efficiency, and long-term sustainability of HIV data management at PHC</li></ul> <ul><li>Develop technical specifications (terms of reference) for the Decision Support Information Management (DSIM) platform and dashboards</li></ul> <ul><li>Support DSIM platform implementation</li></ul> <ul><li>Prepare and maintain BRD / SRS / user stories / process documentation</li></ul> <ul><li>Model business processes (BPMN / UML)</li></ul> <ul><li>Define data requirements, integrations, and reporting needs</li></ul> <ul><li>Ensure traceability from business goals to technical implementation</li></ul> <ul><li>Develop training programs/online courses for PHC staff and conduct training sessions</li></ul> <p>Key Deliverables</p> <ul> <li>Business and functional requirements documentation</li> <li>Process models and system interaction diagrams</li> <li>Prioritized backlog and user stories</li> <li>Data and integration requirements</li> <li>Acceptance criteria and UAT support</li> <li>Stakeholder communication and workshop facilitation</li> </ul> <p>Candidate requirements</p> <ul><li>At least 5 years of experience in a business analyst position, preferably in healthcare, public health, or international projects</li><li>Understanding of data management principles, system analysis, and knowledge of data quality assessment methodologies</li><li>Experience working with healthcare or social sector information systems is an advantage</li><li>Skills in visualizing and presenting complex information in the form of reports, diagrams, maps</li><li>Analytical thinking, attention to detail, ability to work with various sources of information</li><li>Excellent communication skills for interaction with PHC representatives, NGOs, and other stakeholders</li><li>Language: Ukrainian (mandatory), English</li></ul> <p>Вимоги, побажання: </p> <p>Обов'язки: </p> <p>Умови: </p>
